Prof. Okeyo is a Reproductive and Public Health specialist and practitioner, having graduated from the University of Nairobi (Graduate medical study, and post graduate study in obstetrics and gynecology) and from the Free University of Brussels (Masters degree study in Public health methodologies). He has extensive clinical and training experience having worked as medical officer in the Ministry of Health at National Referral Hospital, Provincial Hospital and District hospitals for eight years. Subsequently he worked as institutional resident specialist in Aga Khan Hospital and later as lecturer in the Tropical institute of Community health and Development. Later as Dean faculty of health Sciences and associate professor in the Faculty of Health sciences, Great Lakes University of Kisumu. He is currently on Sabbatical leave from the university and working with IntraHealth in The national Training Mechanism. He serves on several institutional boards and is a long serving chairman of the regional Kenya Medical Association, and member of the Kenya Obstetric and Gynecological Society (KOGS). He is a member of the International Union of Health Promotion and Education (IUHPE). He has lead several research projects, and participates in several partnership technical working groups including the National AIDS Control Council (NACC), and Ministry of Health, Performance Needs Assessment (PNA). From the survey findings, this TWG has been transformed into the TWG which will oversee the National health training performance improvement programme. He has been in lead team supporting a Ministry of Health System Strengthening capacity Building training, and community health services roll out in two counties of Nyanza province. He was also in the lead team that organized the First National HIV and AIDS Biennial Conference in May 2011, and subsequently coordinated the synthesis of the Conference Scientific Report.

Besides his responsibilities in the faculty of health sciences, he was seconded to the Centre for Research Excellence in Health System strengthening (CREHSS) at the institute, with a brief to support the development of the CREHSS strategic plan and provide technical support to research activities. As part of this he was the Kenya country team leader in an eleven multi-country Consortium for Health Policy and System Analysis in Africa (CHEPSAA) capacity strengthening project, funded by the European Union.

His current mandate at Intrahealth is to support technical leadership in expanding medical training in Kenya through building capacity for pre-service training, strengthening in-service training/CPD, strengthening training institutions and the regulatory bodies.
